Before moving to Dubai, confirm who arranges health insurance for each member of your household, when cover starts and which services the policy includes. An employer benefit, a residence requirement and cover for a trip to Europe are related questions, but they should be checked separately.
This guide helps you prepare that conversation. It does not recommend a policy or decide what cover is suitable for your health needs. Use the actual policy wording and current official guidance rather than relying on an advertised starting price.
Is health insurance mandatory in Dubai?
The official Dubai Government health-insurance page describes health insurance as mandatory under Dubai’s health-insurance framework and directs employers and sponsors to authorised insurers. Check the responsibilities and documentation for your own residence or sponsorship route with the responsible organisation.
For the regulatory starting point, use DHA’s ISAHD laws and regulations. Avoid assuming that a price or benefit schedule advertised for another emirate, programme or applicant group is the applicable Dubai plan.
What to ask your employer before the move
Request the insurer’s name, policy or benefit schedule, provider network and confirmed effective date. Ask HR who completes enrolment, whether you must provide documents and how you receive evidence of active cover. Do not treat an offer letter mentioning “medical insurance” as the complete policy terms.
- Which household members are named on the cover?
- When does each person’s cover begin and end?
- Which clinics, hospitals and pharmacies are in the network?
- What co-payments, deductibles, limits and exclusions apply?
- Who should you contact if a membership record or document is missing?
If an answer is unclear, ask for written clarification from HR or the insurer. Keep your planning records separate from sensitive medical information.
Dependants: check every person separately
Ask whether your benefits include your partner, children or other sponsored household members. Confirm who arranges any separate enrolment, who pays and what evidence is required. The employer’s arrangements for one employee do not by themselves tell you the cover available to the whole family.
Use a simple household tracker with a row for each person: responsible organisation, start date, evidence received and next action. Put any quoted annual premiums and payment dates into your Dubai moving budget worksheet. Do not store diagnoses or medical records in that shared tracker.
How to compare health-insurance documents
Compare the same questions across the actual documents you receive. A lower premium alone does not tell you what you will pay when using the policy.
| Area to check | Question for the insurer |
|---|---|
| Provider network | Which facilities can I use near home and work, and how do I check the current list? |
| Patient payments | What do I pay per consultation, prescription or hospital service? |
| Limits and exclusions | Which annual limits, service limits and exclusions apply to this policy? |
| Prior approval | Which services need approval, and who requests it? |
| Existing conditions and ongoing treatment | Which declarations or records are requested, and what does the written decision say? |
| Maternity, dental and optical | Are these included, and under which specific terms and limits? |
| Territorial cover | Where does cover apply, and does it distinguish emergencies from planned treatment? |
| Claims | Is payment direct to the provider or by reimbursement, and what is the process? |
Answer application questions accurately through the insurer’s official channel. If you need help interpreting a benefit or treatment issue, ask the insurer or an appropriately qualified professional; this publication cannot resolve an individual coverage decision.
Travel insurance and residence cover
Before buying cover for the journey, tell the provider your actual destination, trip length and relocation plans. Ask when the policy stops applying and whether a change of residence affects it. Separately confirm what is accepted for your residence arrangement. Do not assume a travel policy satisfies that requirement.
If you expect to visit Europe, ask the existing provider what happens during those visits. Check emergency cover, planned treatment, duration and any restrictions. A policy description such as “international” or “worldwide” is not a substitute for reading the geographical and benefit conditions.
What does expat health insurance in Dubai cost?
Obtain a quote for the people and cover you actually need. Keep the quote date, applicant details, included benefits, excesses and full payment amount together. This guide does not publish a single “typical” premium because a figure detached from the applicable product and household can mislead.
When budgeting, separate a premium paid upfront from possible patient payments later. Record confirmed employer contributions or reimbursements and the date you expect to receive them. Keep unknown amounts marked as unknown until the provider confirms the terms.
Arrival checklist for using your cover
- Confirm that the insurer’s records show the correct people and active dates.
- Save the official contact details and the process for checking the provider network.
- Keep membership evidence and policy documents accessible in your own secure storage.
- Ask how approvals, direct billing and reimbursement work before relying on a particular service.
- Record renewal dates and the action needed if your employer or sponsorship arrangement changes.

Quick answers
Does my employer’s cover include my family?
Check the written benefits and named members. Ask who arranges any separate cover before assuming a partner or child is included.
Can I use any hospital?
Check the current provider network and the terms for the service you need. Coverage and payment arrangements must be confirmed with the insurer.
Should I use the cheapest advertised premium in my moving budget?
Use a quote that applies to your actual applicants and chosen cover. Label any unconfirmed figure as an estimate.
